penditure of funds allocated under this sub-section shall re-
lieve the County Commissioners of the various counties or the
Mayor and City Council of Baltimore City from the duty of
making local appropriations or levies as required by law
for the aid to dependent children, aid to the blind or any
other purpose within the scope of the Federal Social Security
Act.

No allotment, allocation or disbursement from the State
Fund shall operate to restrict or limit in any manner the
power of the various counties or Baltimore City to finance and
provide additional relief out of local revenue, to the extent
authorized by law.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.

CHAPTER 192.

AN ACT to repeal Sections 169 to 172. inclusive, of Article 2
of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Anne Arundel County, " sub-title "Brooklyn, " Sec-
tions 295 to 297, inclusive, of said Article, sub-title "'Ger-
mantown and Vicinity, " and Section 237 of said Article, sub-
title "County Commissioners, " and to enact in lieu thereof
nine new sections to be known as Sections 406A to 406H,
inclusive, to be under a new sub-title "Police Department, "
providing for the creation of the "Anne Arundel County
Police Department, " the qualification and appointment of
members thereto, and providing for the appointment of a
Chief of Police, his duties and salary, and for the appoint-
ment of two sergeants, and providing for the removal, duties,
and salary of the members of said Police Department, and
providing for the purchase of motor vehicles and radio equip-
ment for said Police Department, and for the operation and
maintenance thereof, and providing for the appointment of
certain special officers and for bond to be given by said spe-
cial officers and providing for a levy by the County Commis-
sioners of Anne Arundel County for the payment of salaries
of police and pensions and purchase of equipment and main-
tenance thereof.
