by law, the sum of twelve hundred dollars per annum, payable
monthly, as compensation for the discharge of the duties
imposed upon them under this Act.

The Commissioners shall appoint and fix the compensation
of a chief sanitary engineer, and shall appoint or authorize the
appointment of such engineering, clerical and other force and
help as in their judgment are necessary Nfor carrying out the
provisions of this Act, may discharge such appointees at
pleasure, and may exact from them such indemnity bonds as
they may deem proper. The Commissioners shall publish
annually in two newspapers of general circulation published
in Baltimore County a full and true account of their receipts,
expenses and expenditures under this Act, showing in full
the financial condition of all accounts and funds of the Metro-
politan District. Prior to such publication, their accounts
shall be audited by a certified public accountant to be em-
ployed and paid by the Commissioners out of such Metro-
politan District Funds as may at the time be available. The
Chief Sanitary Engineer of the Metropolitan District shall
annually, on or before the first day of March in each and every
year, prepare and file in the office of the Commissioners a re-
port on the physical plant and equipment of the District,
showing the work of his Department during the preceding
year, what is proposed to be done in the District during the
current year and, in general, such statistical and financial
matters in connection with the District as may be of interest
to the Commissioners and to the taxpayers.

Section 330. As soon after organization as possible, and
from time to time thereafter, the Commissioners shall cause
surveys, studies, plans, specifications and estimates to be made
for water supply, sewerage and storm-water drainage systems
in all those parts of the Baltimore County Metropolitan Dis-
trict in which there is, in their judgment, a need for water
supply, sewerage or drainage. Whenever plans shall have been
completed for a water supply, sewerage or storm-water drain-
age system, or any part thereof, in any part of the District
the Commissioners shall proceed to construct or cause to be
constructed such systems, or parts thereof, by contract, after
public advertisement, or by day labor, if no satisfactory con-
tract can be made after public advertisement, as they may
deem advisable, so that said system or systems may be con-
structed at a minimum cost, provided, however, that the cost
of such work carried out by day labor shall not exceed, at any
time, twenty-five hundred dollars ($2, 500. 00). Construction
and/or extension of water and/or sewer lines or systems in
the District shall not be made, however, except upon the
written recommendation of the Chief Sanitary Engineer. Be-
