standing such stallion or jackass for one year from the date
thereof; provided that in no case shall the sum directed to be
paid by this section for such license be less than ten dollars
nor more than thirty-five dollars.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths of
all of the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.

CHAPTER 165.

AN ACT to add a new section to Article 22 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Washington County", sub-title "Keedysville", said new
section to be known as 600A, and to follow immediately after
Section 600 of said Article, authorizing and empowering
the Burgess and Commissioners of Keedysville to borrow
not to exceed two thousand ($2, 000. 00) dollars in any one
year, for the payment of current expenses, the payment of
interest on its existing indebtedness or the retirement
thereof, and for other municipal expenditures.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new Section be, and it is hereby added to Article
22 of the Code of Public Local Laws of Maryland (1930
Edition), title "Washington County", sub-title "Keedysville",
said new Section to be known as 600A to follow immediately
after Section 600 of said Article, and to read as follows:

600A. Whenever the amount of taxes collected in the
Town of Keedysville shall be insufficient for the payment of
current expenses, the payment of interest on its existing in-
debtedness or the retirement thereof, and for other municipal
expenses, the Burgess and Commissioners of Keedysville are
hereby authorized and empowered to borrow on the faith
and credit of the said Town of Keedysville for the payment of
current expenses, the payment of interest on its existing in-
debtedness or the retirement thereof, and for other municipal
expenditures, for a period of time not to exceed one year, a
