ty-Five Cents shall be charged for each and every fixture, cess-
pool, or septic tank in excess of one.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1937.

CHAPTER 157.

AN ACT to authorize and direct the Comptroller of the State
of Maryland to disburse the appropriations made in the 1935
Budget Act for the Children's Hospital School and the Ker-
nan's Hospital and School for Crippled Children, so as to ob-
tain matching funds from the Federal Government in serv-
ices for crippled children.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Comptroller of the State of Maryland be, and
he is hereby authorized and directed to pay the entire balance
on hand, in the appropriations made in Chapter 92 of the Acts
of 1935, page 288 of the session Acts, Items 81 and 82, to the
Children's Hospital School and Kernan's Hospital and School
for Crippled Children, to the Board of State Aid and Chari-
ties, or in the event of the passage of legislation transferring
supervision of Services for Crippled Children to the State
Health Department, then to the State Health Department, to
be used for matching purposes according to the Maryland plan
for Services to Crippled Children, approved by the Children's
Bureau of the Federal Government. In the event Federal
Funds are withdrawn, the State appropriation shall be al-
lotted, and paid directly to the Children's Hospital School and
Kernan's Hospital and School for Crippled Children as author-
ized by the original appropriation.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.
