SEC. 2. And 6e it further enacted, That all laws whether
Public General Laws or Public Local Laws inconsistent with
this Act, be and they are hereby repealed to the extent of such
inconsistency.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety and being
passed by a yea and nay vote supported by three-fifths of all
members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

CHAPTER 154.

AN ACT to repeal and re-enact, with amendments, Sub-sections
(n) and (q) of Section 283, Sections 284 and 285-1 of Article
27 of the Annotated Code of Maryland (1935 Supplement),
title "Crimes and Punishments", sub-title "Health—Narcotic
Drugs", re-defining the words "Cannabis" and "Official
Written Order", authorizing the Board of Health to retain
the license fees collected from the manufacturers and whole-
salers of narcotics, authorizing the promulgation of rules
and regulations governing the sale of narcotics and requir-
ing pharmacists and pharmacy owners to keep records of
narcotics as prescribed by the Federal law.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sub-section (n) of Section 283 of Article 27 of the
Annotated Code of Maryland (1935 Supplement), title "Crimes
and Punishments", sub-title "Health—Narcotic Drugs", be and
the same is hereby repealed and re-enacted, with amendments,
so as to read as follows:

(n) The term "cannabis" as used in this Act shall include
all parts of the plant cannabis sativa L., whether growing or
not, the seeds thereof, the resin extracted from any part of
such plant, and every compound, manufacture, salt, derivative,
mixture, or preparation of such plant, its seeds, or resin; but
shall not include the non-resinous oil obtained from such seed,
nor the mature stalks of such plant, nor any product or manu-
facture of such stalks, except the resin extracted therefrom
and any compound, manufacture, salt, derivative, mixture or
preparation of such resin.
