and collected, and shall have the same priority rights, bear
the same interest and penalties and in every respect be treated
the same as other city taxes now are. Said amount so levied
and collected shall be kept in a separate fund for the payment
of said interest and principal and for no other purpose what-
soever.

SEC. 4. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public safety, and being passed upon
a yea and nay vote supported by three-fifths (3/5) of all the
members elected to each of the two Houses of the General As-
sembly, the same shall take effect from the date of its passage.

CHAPTER 139.

AN ACT to repeal and re-enact with amendments Section 601
of Offutt's Revised Code of the Public Local Laws of Balti-
more County, Edition of 1929, title No. 59, "Roads and
Streets" (Flack's Code 1930, Article 3, Section 601), being
Section 511A as enacted by Chapter 100 of the Acts of 1927,
the amendments hereby enacted shall give power and author-
ity to the Roads Engineer and/or the Chief Sanitary
Engineer of Baltimore County to pass upon surface water
drainage conditions, proposed storm-water sewers, sanitary
sewers and water pipes; and the plans, manner, form and
character of the construction and installation of streets,
alleys, highways, sewers and water pipes in Baltimore
County, which said power and authority shall be in addition
to those already provided by said section as it now exists.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 601 of Offutt's Revised Code of the Public
Local Laws of Baltimore County, Edition of 1929, Title No.
59, "Roads and Streets" (Flack's Code 1930, Article 3, Section
601), being Section 511A as enacted by Chapter 100 of the
Acts of 1927, be and the same is hereby repealed and re-enacted
with amendments so as to read as follows:

601. The Roads Engineer of Baltimore County shall have
the power and authority to approve in writing the general plan
of streets, avenues and highways which may be adopted by the
County Commissioners of Baltimore County, or as any plan so
adopted may be amended. Said Roads Engineer may formu-
late a general plan of laying out and locating streets, alleys
