territory of the United States, or the District of Columbia,
or of any foreign country, such question shall be decided by
the Court, which shall apply said foreign law to the facts of
the particular case, as would be proper if such foreign law
were domestic law, and whenever such question of foreign
law, relates to the law of any other State or any territory of
the United States, or the District of Columbia or of any other
State or country whose system of law is based on the common
law of England, the Court may, in its discretion, take judicial
notice of the law of such State, territory or country, and may
consult any book or document purporting to contain, state
or explain the same, or may inform itself in any other way it
deems proper.

CHAPTER 129.
AN ACT to authorize and provide for a new filing cabinet and
typewriter in the office of the Register of Wills for Harford
County; to empower and authorize the County Commission-
ers of Harford County to pay for same, and to be reimbursed
from the excess fees from the office of said Register of Wills.
SECTION 1 Be it enacted by the General Assembly of Mary-
land, That the Register of Wills for Harford County is hereby
authorized to purchase a new filing cabinet and typewriter, at
a total cost not to exceed Six hundred dollars ($600), for use
in his office; and all excess fees of his office for the year 1937,
and for such years thereafter as may be necessary shall be de-
voted to the payment thereof.
SEC. 2. And be it further enacted, That the County Com-
missioners of Harford County are hereby authorized and em-
powered to advance such sum not to exceed Six hundred dol-
lars ($600), to the Register of Wills for the payment of said
filing cabinet and typewriter, from the funds of said County;
to be repaid to said County Commissioners of Harford County
from the excess fees of the office of said Register of Wills for
the year 1937, and years thereafter until said sum shall have
been repaid.
SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
