100. There shall be appointed biennially by the Judge of
the People's Court of Wicomico County, a Clerk who shall
keep all dockets of and supervise and manage the office of the
"Judge of the People's Court" of said County and the said
Clerk shall perform other duties as may be properly assigned
to him by the said Judge and he shall receive an annual salary
of Fifteen Hundred Dollars ($1, 500. 00) payable in twelve
monthly installments by the County Commissioners of said
county; provided, however, that the Clerk appointed on or
before May 1, 1936, shall hold office until the first Monday in
May, 1937, and the Clerks thereafter appointed shall hold
office for a period of two years, or until their successors are
appointed and qualified.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and being
passed by a yea and nay vote, supported by three-fifths of all
members elected to each of the two Houses of the General
Assembly the same shall take effect May 1, 1937.

CHAPTER 110.

AN ACT to repeal and re-enact with amendments Section 14
of Article 99 of the Annotated Code of Maryland (1935 Sup-
plement), title "Water-Fowl—Birds and Game", sub-title
"Hunter's License", to clarify certain provisions thereof, to
regulate the issuance of licenses and to eliminate short-term
non-resident licenses.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 14 of Article 99 of the Annotated Code of
Maryland (1935 Supplement), title "Water Fowl—Birds and
Game", sub-title "Hunter's License", be and it is hereby re-
pealed and re-enacted with amendments, to read as follows:

14. For the purpose of providing a fund for the payment
of the expenses of protecting and propagating certain birds
and animals, and preventing unauthorized persons from kill-
ing the same, no person or persons shall at any time hunt,
pursue, catch, kill, trap, shoot or attempt to hunt, pursue, catch,
kill, trap or shoot in any manner any game birds or animals
on which there is an open and closed season, without first
having procured a license so to hunt, pursue, catch, kill, trap,
