enabling persons standing on the ground or highway to observe
the interior of the premises at all hours. No curtain, blind or
other obstruction shall be placed before such windows.
214. No holder of any retail license shall be permitted to
make sale of any alcoholic beverage whatever on Sunday, or on
any day for holding any general or primary election, or on any
day between the hours of midnight and six A. M. Provided
that holders of Class A "On sale beer licenses" may exercise
the privilege of such license on Sunday, between the hours of
twelve o'clock noon and twelve o'clock midnight.
215. It shall be unlawful for any person to drink on the
licensed premises of any licensee of Howard County, licensed
under this Act, any alcoholic beverage not purchased from the
licensee on said premises and not permitted by this Act to
be consumed on the premises; and, likewise, it shall be unlaw-
ful for any licensee, licensed under this Act, to permit any
person to drink any alcoholic beverage not purchased from the
licensee, on the premises covered by the license which he holds
and not permitted by this Act to be consumed on the premises.
Any person violating any of the provisions of this section shall,
upon conviction, be fined not more than $100. 00, or be im-
prisoned for not exceeding six months, or both, in the discre-
tion of the Circuit Court for Howard County; and in the case
of the licensee, in addition to other penalties as the Court may
prescribe, his license may, in the discretion of the Court, be
revoked or suspended.
216. No licensee under the provisions of this Act, or any
T)f his employees, shall sell or furnish any alcoholic beverage
at any time to a minor under twenty-one years of age, either
for his own use or for the use of any other person, or to any
person who, at the time of such sale or delivery, is visibly
under the influence of any alcoholic beverage, but beer or wine
may be sold or furnished to a minor with the consent of and
when accompanied by, one of the parents or the guardian of
such minor.
217. Licenses issued under this Act shall not be regarded
as property or as conferring any property right, and all such
licenses shall be subject to suspension, restriction or revoca-
tion as in this Act provided:
(A) When any licensee shall cease to carry on business for
which a license has been obtained, he may surrender the same
for cancellation to the Clerk of the Circuit Court, making
affidavit that he has ceased to operate under such license and
while the holder thereof has fully complied with all provisions
