HARRY W. NICE, GOVERNOR. 1367

WHEREAS, in many instances of this kind no compensation
has been received by the persons who have thus been injured
or payment made for property damage; and

WHEREAS, the present law which provides that licenses shall
be revoked in case of such accidents unless damages are paid
has not solved the problem; and

WHEREAS, it seems desirable to study the whole question,
including legislation of other States, therefore be it

Resolved by the General Assembly of Maryland, That the
Governor be and he is hereby authorized to name a Commis-
sion to consist of seven persons, two of whom shall be persons
engaged in the insurance business, two Attorneys-at-Law and
three business men, to study the question of automobile acci-
dents and the losses due to death, personal injuries and
damage to property, and to make recommendations as to any
remedial legislation, particularly as to the advisability and
practicability of enacting legislation requiring compulsory
automobile insurance; and be it further

Resolved, That the said Commission shall submit its report
together with recommendations to the Governor and the
General Assembly of Maryland not later than January 15,
1939, the said report to contain a draft or drafts of such legis-
lation as may be proposed to carry out its recommendations.

Joint Resolution requesting the Governor to provide for the
use of the Old House of Delegates Chamber by the Depart-
ment of Legislative Reference.

_ WHEREAS, the room at present occupied by the Department
of Legislative Reference during the sessions of the Legisla-
ture is entirely inadequate and poorly ventilated; and

WHEREAS, it is a great inconvenience, not only to the staff
of the Department, but to the members of the General Assem-
bly, to be confined to such cramped quarters; and

WHEREAS, it would not only add to the efficiency of the De-
partment but to the convenience of the members of the Gen-
