Resolved by the General Assembly of Maryland, That the
Governor of Maryland be and he is hereby authorized and
requested to appoint a Commission consisting of twenty-five
members to represent the State at the New York World's Fair
to be held in the year 1939, the members of said Commission
to serve without compensation; and be it further
Resolved, That the said Commission shall have the right
to prepare for a suitable State exhibit on said occasion if any
organization or organizations, or any group of individuals
provide the funds and means for paying the cost of such
exhibit.

NO. 15.
A Joint Resolution authorizing and requesting the State Roads
Commission to make such repairs and improvements to the
underpass on Route 40, Philadelphia Road, near North East,
Cecil County, as may be necessary to make the road safe for
the traveling public.
WHEREAS, there is a curve on the East and West approach to
the underpass on Route 40, Philadelphia Road, near North
East, Cecil County, necessitating substantial reduction in
speed for all traffic; and
WHEREAS, on account of the narrowness of the underpass it
is extremely hazardous for two vehicles to attempt to pass; and
WHEREAS, on account of the limited clearance all trucks
must keep to the center of the highway and all approaching
traffic stop, a fact with which persons using the highway but
occasionally are not acquainted, and the fact the tunnel is oc-
cupied cannot be known until traffic is about to enter the said
tunnel; and
WHEREAS, in the past five years there have been in excess of
ninety-two (92) accidents, in which ninety-nine (99) persons
have been injured and eight (8) killed, with a property loss
exceeding Thirty Thousand ($30, 000) dollars; therefore be it

State Roads Commission be and it is hereby authorized and re-
quested to proceed at once with the repairs, alterations or im-
provements of the said underpass on Route 40, near North
