have classified their towns and cities according to population
and enacted general municipal incorporation laws for the gov-
ernment of such towns and cities, thereby greatly reducing
local and municipal legislation; and
WHEREAS, The enactment of general laws for the incorpora-
tion of business corporations has been very beneficial; and
WHEREAS, It is desirable to have a careful study and exami-
nation made of the local laws of the several Counties and the
charters of the several towns and cities of Maryland in order
to see if it would not be practicable to confer more local self-
government upon the Counties and to classify the towns and
cities and to enact general laws applicable thereto in place
of so many local laws and special charters; therefore be it
Resolved by the General Assembly of Maryland, That the
Governor of Maryland be and he is hereby authorized and re-
quested to appoint a commission of not more than nine persons
to make an examination and study of the laws of the State of
Maryland and of other States relating to County Government
and municipal corporations, and to recommend to the Gov-
ernor and the General Assembly the enactment of such leg-
islation relating thereto as said commission may deem desir-
able; and be it further
Resolved, That said commission shall submit its report with
recommendations to the Governor and General Assembly of
Maryland not later than January 15, 1939, the said report to
contain a draft or drafts of such Acts or Acts as may be pro-
posed to carry out its recommendations.

Joint Resolution for the appointment of a committee to repre-
sent the State at the National Antietam Commemoration.
WHEREAS, in September, 1937, there is to be a celebration
of the Battle of Antietam; and
WHEREAS, one day during said Commemoration is to be des-
ignated and known as Maryland Day; and
WHEREAS, it is desirable that the State be represented by a
special committee on this occasion; therefore be it
