line between the Third and Fourth Election Districts by
transferring a part of the area in the Third Election Dis-
trict to the Fourth Election District, and providing for a
referendum thereon.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
8 of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Cecil County", sub-title "Election Districts", said
new section to be known as Section 166A, to follow imme-
diately after Section 166 of said Article, and to read as fol-
lows:

166A. There is hereby transferred from the Third Election
District and added to the Fourth Election District the follow-
ing area: That portion of the Third Election District
bounded by road leading from Elk Mills, Cherry Hill Road to
Luttons Corner, thence along the Elkton and Singerly Pub-
lic Road known as Route 280 (Section 3) to the Pierson
Grove and Ricketts Mills dirt road; and thence in an easterly
direction along said road until it intersects the public high-
way from Elkton to Newark, Delaware, known as Route 279
at the Gilbert property; and thence along said highway in a
northeasterly direction to the first dirt road on the right of
said Route No. 279; and from thence in an easterly direction
from said Route 279 along said dirt road to the Delaware
State line; and thence along said Delaware State line to a
point where the road leading from Elk Mills toward Newark,
Delaware, intersects said Delaware State line.

The above area shall become a part of the Second Precinct
of the Fourth Election District, and the Supervisors of Elec-
tions are hereby authorized to provide for the transfer of the
voters from the registry books in the Third Election District
to the registry books of the Second Precinct of the Fourth
Election District.

SEC. 2. And be it further enacted, That Section 1 of this
Act shall not become effective until this Act shall have been
submitted, for adoption or rejection, to the qualified voters of
Cecil County at the General Election in November, 1938.
There shall be printed on the ballots to be used at said elec-
tion the title of this Act and underneath said title on separate
lines, a square or box to the right of and opposite the words
"For Boundary Change", and a corresponding square or box
to the right of and opposite the words "Against Boundary
Change", so that the voter shall be able to designate by a
cross mark in the proper square or box his or her decision for
or against said question. If a majority of the votes cast on
said question shall be "For Boundary Change", then Section 1
