clerks of election, and to supervise the conduct of such elec-
tion. To this end the Committee shall have the power to make
necessary rules and regulations for the conduct of the said
election and the registration of voters, provided that wherever
practicable the provisions of this charter relating to general
municipal elections shall apply to the said 1937 election, and
also provided that the Registrar shall register as voters all
citizens of the United States who are at least 21 years of age,
of sound mind, and who as of November 15, 1937 reside in the
area to be incorporated hereby. No nomination petitions shall
be circulated before October 25, 1937, but all petitions must be
filed with the Registrar, who shall perform the duties of Town
Clerk with respect to the said election, on or before November
10, 1937. The five candidates receiving the greatest number of
votes shall be declared elected and shall act as Councilmen, of
the Town of Greenbelt, from November 23, 1937, until their
successors shall be elected in 1938 and shall have qualified. The
said committee shall serve without compensation, but shall fix
the compensation of the Registrar, Director of the Court, and
of judges, clerks and other persons employed in the conduct of
the said election. All expenses connected with the said elec-
tion shall be borne by the Town of Greenbelt.

SEC. 74. 1938 ELECTION. On the third Tuesday of Septem-
ber, 1938, a, special municipal election shall be held for the pur-
pose of electing new council members who shall hold office until
their successors shall be elected in the regular municipal elec-
tion of 1939 and shall have qualified. Said 1938 election, and
a run-off election, if necessary, shall be held subject to the pro-
visions of this charter, except that all residents of the Town
of Greenbelt, who are citizens of the United States, of sound
mind, and of at least 21 years of age, shall be registered as
voters and permitted to vote at the said 1938 election.

SEC. 75. The regular municipal election shall be held in
1939 and at that election, and at all subsequent municipal
elections, all applicable provisions of this charter shall apply
to any and all matters connected with the qualifications of
electors and elections.

SEC. 76. Provided, however, that no Housing Authority
shall have jurisdiction over the Federal Government Project
in Prince George's County, known as Greenbelt, other than
the Greenbelt Housing Authority established under Chapter
.... of the Acts of the General Assembly of Maryland of 1937,
as enacted by House Bill No. 155, as amended, of the Session
of 1937.
