There is hereby reserved to the use of the State
Roads Commission, and to be expended by it
solely and for no other purpose than to reward
those meritorious, efficient and deserving em-
ployees by increasing the rate of compensation
of any one or all of those salaried employees
who constitute the salaried personnel of the
Commission, as hereinbefore set forth. Provided,
however, that no salaried employee receiving
less than $2,500.00 per year shall have his
salary or compensation increased more than
15% during the fiscal years 1938 and 1939, and
no salaried employee receiving $2,500.00 or more
shall have his salary or compensation increased
more than 5% during said fiscal years 1938
