The above list, by classifications of positions, shall constitute the salary
personnel of the Commission for the fiscal period October 1, 1937, to Septem-
ber 30, 1939, and such established positions shall not be enlarged nor added
to, nor shall the salaries paid to each, or to each of the several employees
of the respective classes, be decreased during said fiscal year, except that in
the event that any of the positions herein above provided are vacated by
resignation, death or otherwise, then the successor to the respective position
anay be paid at a lesser annual rate than herein provided.

There is hereby reserved to the use of the State Roads Commission and to be expended by it, subject to the approval of the Governor, solely and for no other purpose than to engage on a salaried basis, such additional qualified experi- enced persons, both technical and clerical, as may be urgently needed effectively to perform those duties incident to the Construction, Re- construction and Maintenance of the State System of Roads. Any remainder of the funds not expended on September 30th of each of the fiscal years, shall merge with the Commission's Reconstruction Account and shall be expended • : by the Commission in like manner and for the same purposes as the Reconstruction Fund is	1938	1939
