tion of the State, from sources other than appropriations made
in the Budget, and dedicated by any Act of Congress or laws of
this State to some specific purpose or purposes, or which may
be necessary to expend for current operations of said depart-
ment, board, commission, officer or institution of the State,
and which have been accounted for to the Comptroller and paid
into the Treasury, may be disbursed by the Treasurer, upon
warrant of the Comptroller, to such department, board, com-
mission, officer of institution for the purpose or purposes for
which the same are dedicated or may be necessary.

SEC. 11. And be it further enacted, That the Comptroller
shall establish from the otherwise unappropriated balance in
the Treasury during the two fiscal years ending September 30,
1939, a fund not exceeding one hundred thousand dollars,
($100, 000), as a reserve against calamitous acts of Providence
and other unforeseen contingencies of a similar nature, the
expenditures from such fund to be under the control of the
Board of Public Works with the provision that none of such
funds shall be expended for the ordinary processes of adminis-
trative government but to be used only for dire emergencies
arising from unexpected occurrences.

SEC. 12. And he it -further enacted, That the Board of Public
Works be and it is hereby authorized and empowered to bor-
row upon the credit of the State, at any time during the fiscal
period covered by the budget, any sum or sums not to exceed
"fifty thousand dollars ($50, 000. 00) in the aggregate to meet
temporary deficits in the Treasury, and in addition thereto
the said Board of Public Works shall have power to borrow
upon the credit of the State during said period not exceeding
$1, 000, 000. 00, in anticipation of taxes levied for any year.
All sums borrowed in pursuance of this section shall bear
interest at a rate to be determined by the Board of Public
Works and shall mature and be repaid on or before the first
day of October, 1940.

SEC. 13. And he it further enacted, That after the payment
of the specific appropriations hereinafter listed and made,
there is hereby appropriated out of any excess in the State
Treasury during the two fiscal years ending September 30th,
1939, the sum of $100, 000. 00 for the use of the General
Assembly of Maryland of 1937, if called in special session only,
or for the use of the General Assembly of Maryland of 1939,
said sum to be used solely for emergencies which could not be
foreseen at the time of the enactment hereof and which re-
quire, for the welfare or safety of the State, the expenditure
of money which would not otherwise be available, and to be
disbursed only in accordance with the provisions of an Act of
the General Assembly enacted in the usual manner.
