Governor may be again amended at any time in like manner
and with like effect. All amendments and schedules made
or approved by the Governor shall be reported by him to the
next session of the General Assembly.

Nothing contained in this section shall be construed to au-
thorize the reduction in salary of any classified employee, or
the abolishment of any classification, or the establishment
of any new classification, or the use of any part of any appro-
priation for any item of operating expense for the payment of
salaries, or the use of any part of any appropriation for sal-
aries for the payment of operating expenses, all of which,
shall be governed by the provisions of Section 5 hereof.

SEC. 8. And be it further enacted, That the Comptroller
shall establish from the unexpended balance in the Treasury
a revolving fund of not more than f 100, 000. 00 for the purpose
of paying for purchases made by the Central Purchasing
Bureau for the several using authorities of the State, the cost
of the supplies so purchased and delivered to said using
authorities to be charged against their corresponding Budget
appropriation. Such charges shall operate as credits to and
in reimbursement of the revolving fund.

SEC. 9. And be it further enacted, That the Comptroller
shall establish from the unexpended balance in the Treasury
a Revolving Fund of not more than one hundred thousand dol-
lars, ($100, 000), for the purpose of financing the manufacture
at the Penitentiary of goods for the use of the several using
authorities of the State. The cost of materials, direct super-
vision, and of prorated expenses of such manufacture shall be
charged against such fund. The cost of such manufacture
shall be offset by crediting said fund with the cost of manufac-
ture, plus a proper charge for depreciation of equipment, as
the goods manufactured are purchased by and delivered to
said using authorities.

Similarly a fund of not more than fifty thousand dollars,
($50, 000), shall be established by the Comptroller for a
similar purpose at the House of Correction.

Should this fund by reason of accumulations of deprecia-
tion charges show an excess above one hundred thousand dol-
lars, ($100, 000), in the case of the Penitentiary and an excess
above fifty thousand dollars ($50, 000), in the case of the House
of Correction, such excess shall be held in a Special State-use
capital fund, to be expended for replacements of and additions
to equipment.

These funds shall come under the supervision of the State
Board of Welfare.

SEC. 10. And be it further enacted, That all moneys re-
ceived by any department, board, commission, officer or institu-
