SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed upon a yea and nay vote supported by three-fifths
of all of the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.

CHAPTER 514.

AN ACT to add a new section to Article 16 of the Code of Pub-
lic Local Laws of Maryland (1930 Edition), title "Montgom-
ery County", to be under sub-title "Loans", said new section
to be known as Section 584A, and to follow immediately
after Section 584 of said Article, to require referenda on all
bonds authorized to be made upon the credit of Montgomery
County after January 1, 1939.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
16 of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Montgomery County", to be under sub-title
"Loans" said new section to be known as Section 584A, to fol-
low immediately after Section 584 of said Article, and to read
as follows:

584A. From and after January 1, 1939, no bond of said
'County, excepting those already authorized by law and by the
Acts of 1937, shall be issued unless and until such loan shall
have been submitted to the qualified voters of said County for
approval or rejection and shall have been approved by a major-
ity of the votes cast thereon.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1937.

CHAPTER 515.

AN ACT making appropriations for the support of the State
Government and for the aid of sundry schools and institu-
tions and for other purposes for the fiscal years ending,
respectively, on September 30th, 1938, and on September
30th, 1939.
