(c) The provisions of this Section and of the four preceding
Sections shall not impair or affect in any way any restrictions,
limitations or other provisions, contained in any ordinance
granting or conferring any franchise heretofore passed by any
municipal corporation of this State, prohibiting, limiting or
restricting the transfer or assignment of such franchise.

SEC. 11. And be it further enacted, That Section 2 of Arti-
cle 9 of the Annotated Code of Maryland (Edition of 1924)
be and the same is hereby repealed and re-enacted with
amendments so as to read as follows:

2. Every person who doth not reside in this State, and
every person who absconds, may be made a defendant in ac
attachment.

SEC. 12. And be it further enacted, That nothing in this
Act shall be taken or construed as affecting the existence of
any corporation existing on June 1, 1937, or as impairing the
validity of any corporate act done or performed in conformity
with the pre-existing law; and nothing in this Act shall re-
lease any corporation, association or joint stock company from
the payment of any tax or the performance of any obligation
to the State or to any county or city therein due or existing
on June 1, 1937, or affect or change the remedy for the col-
lection or enforcement of the same; and nothing in this Act
shall release, affect or impair the rights of any creditor of any
corporation, association or joint stock company, or the obli-
gations or liability of any corporation, association or joint
stock company or of any shareholder, member, director or of*
fleer of any corporation, association or joint stock company,
existing on June 1, 1937, or affect or change the remedy for the
collection or enforcement of the same.

SEC. 13. And be it further enacted, That if any provision
of this Act, or the application thereof to any person or cir-:
cumstance, is held invalid, the remainder of the Act, and the
application of such provision to other persons or circumstances
shall not be affected thereby.

SEC. 14. And be it further enacted, That this Act shall take
effect June 1, 1937.

AN ACT to add a sub-title and one new section to Article
89B of the Annotated Code of Maryland (1935 Supplement),
title "State Roads", said sub-title to be known as "Convict
