of this State in which the action is pending govern and be so
applied as to give effect to the rights and obligations created
by and existing under the laws of the foreign jurisdiction in
which the wrongful act, neglect or default occurred; provided,
however, that nothing in this section shall apply to causes of
action arising prior to June 1, 1937.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1937.

CHAPTER 496.

AN ACT to add one new Section to Article 1 of the Code of
Public Local Laws of Maryland (1930), title "Allegany
County", sub-title "Circuit Court", to follow immediately
after Section 79 and to be known as Section 79A, providing
for payment by County Commissioners of the cost of aug-
mentation and maintenance of the Circuit Court Library.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That one new section be added to Article 1 of the Code of
Public Local Laws of Maryland (1930), title "Allegany Coun-
ty", sub-title "Circuit Court", to follow immediately after Sec-
tion 79 and to be known as Section 79A and to read as fol-
lows:

79A. The County Commissioners of Allegany County are
hereby authorized and directed to pay to the Clerk of the Court,
to be expended under the direction of the Judges of said Court
for the augmentation, maintenance and upkeep of the library
of said Court the sum of Three Thousand Dollars ($3, 000. 00)
for the year 1937, and annually thereafter such sums of money
as said Judges may from time to time request for the pur-
pose aforesaid; such last named sums in the aggregate not to
exceed in any one year the sum of One Thousand ($1, 000. 00)
Dollars. Provided, however, that such last named payments
shall be made only in the event the amounts received by said
Clerk for the aforesaid purposes from tines and forfeitures, as
provided by Section 4 of Article 38 of the Annotated Code of
Public General Laws of Maryland, shall be insufficient for said
purposes.

SEC. 2. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the im-
