ment purpose which may be approved by the Board of Public
Works. The Board of Public Works may allocate out of
any premium received from the sale of bonds of this loan
sufficient money to complete construction work, and for
equipment at State institutions, where a deficiency might
occur in the amounts for such work and equipment, in the
event the State does not receive from the Federal Public
Works Administration the full amount of grants for which
requisitions have been filed.

SEC. 9. And be it further enacted, That the County Com-
missioners of the several counties of the State and the Mayor
and City Council of Baltimore are hereby respectively directed
to levy the State taxes for the year 1938 at one and four one
hundredths (1. 04) cents on each One Hundred Dollars
($ 100. 00) of assessable property; for the year 1939 at one and
sixty-eight one hundredths (1. 68) cents on each One Hundred
Dollars ($ 100. 00) of assessable property; for the year 1940 at
two and thirty-three one hundredths (2. 33) cents on each One
Hundred Dollars ($100. 00) of assessable property; for the
year 1941 at three and seventy-two one hundredths (3. 72)
cents on each One Hundred Dollars ($ 100. 00) of assessable
property; and for the years 1942 to 1954, inclusive, at three
and eight-six one hundredths (3. 86) cents on each One Hun-
dred Dollars ($100. 00) of assessable property, to be collect-
ed according to law, to meet the interest on the amount of
said Certificates outstanding, and also to meet and redeem so
much of the principal in each of said years as may be repre-
sented by Certificates redeemable in each year, respectively,
as herein specified in Section 2 of this Act.

SEC. 10. And be it further enacted, That this Act is hereby
declared to be an emergency law, and necessary for the im-
mediate preservation of the public health and safety, and being
passed upon by a yea and nay vote supported by three-fifths
of all of the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.

CHAPTER 488.

AN ACT to repeal and re-enact, with amendments, Section 166
of Article 81 of the Annotated Code of Maryland (1935 Sup-
plement), title "Revenue and Taxes", sub-title "State Tax
Commission", fixing the time for the next general assess-
ment.
