such applications, complaints, and other business as may come
before them in the administration of this Article.

141. POWERS, (a) LICENSES. The several Boards of Li-
cense Commissioners herewith are authorized and empowered
to issue the alcoholic beverages licenses provided for by this
Article in their respective jurisdictions.

(b) EMPLOYEES. The respective Boards shall be authorized
to employ a secretary and such inspectors, clerical and other
assistance as may be necessary, and to fix the compensation
of such employees, subject to the approval of the Comptroller,
except as otherwise provided by this Article.

(c) ANNE ARUNDEL COUNTY. In Anne Arundel County (1)
the Mayor, Counsellor and Aldermen of Annapolis shall have
the power to make and enforce such rules, regulations and
restrictions, in addition to, or in substitution of, those con-
tained in this Article, but not inconsistent therewith, as in
the judgment of said Mayor, Counsellor and Aldermen of the
City of Annapolis would give said municipality more effective
control of each of said places of business.

(2) The inspector appointed for Anne Arundel County
shall have all the powers of a Peace Officer or a Constable or
Sheriff of the State of Maryland, and shall make oath to
faithfully perform the duties entrusted to him, as provided in
Article 1, Section 6 of the Constitution of the State of Mary-
land, and he shall furnish bond in the penalty of two thousand
dollars ($2,000) to the Board of License Commissioners of
Anne Arundel County and the Board of County Commissioners
of Anne Arundel County jointly, conditioned "that said in-
spector shall well and faithfully execute the said office in all
things appertaining thereto." The cost of said bond shall be
paid by the County Commissioners of Anne Arundel County.
The inspector for Anne Arundel County shall be known as the
"Liquor Inspector for Anne Arundel County."

(3) Whenever in the judgment of the Board of License Com-
missioners for Anne Arundel County it shall be necessary for
the preservation of the safety, health, and morals of the com-
munity to prohibit women from being employed in or from
frequenting any licensed premises, it shall have power to pro-
hibit any woman from entering such premises, and shall have
power to restrict such place to a "Stag Bar", meaning a place
where men only are permitted to patronize or be employed
therein.

(d) BALTIMORE CITY. In Baltimore City, (1) the Board
shall appoint an Executive Secretary to said Board who shall
be a resident of Baltimore City.
