to licensed manufacturers and wholesalers. The Comptroller
may prescribe regulations covering Warehouse Receipt trails-
actions.
(e) PLANES AND SHIPS. No license or permit shall be re-
quired of transport planes furnished with a cocktail lounge,
nor shall a license or permit be required of ships carrying
passengers or cargo to a foreign port, in order to purchase
alcoholic beverages from wholesalers or manufacturers, pro-
vided satisfactory proof in writing is furnished that such
beverages are for sale or use beyond the continental limits and
possessions of the United States.
(f) CONFISCATION. All alcoholic beverages kept, possessed,
used, sold, manufactured, stored, or transported contrary to
the provisions of this section shall be subject to confiscation.
If the accused is adjudged guilty, or when alcoholic beverages
are unclaimed for sixty days subsequent to date of confiscation,
such alcoholic beverages shall become the property of the
respective County or City of Baltimore wherein said alcoholic
beverages were confiscated, and shall after the time for appeal
has elapsed, be sold in accordance with the provisions of Sub-
section (c) of this section, and the proceeds from such sale
shall be credited to the General Fund Account of such respec-
tive County or City. Except that any such alcoholic beverages
confiscated in a county in which there is a Liquor Control
Board shall become the property of the Liquor Control Board
for the respective counties and shall be sold by the County Dis-
pensaries in such counties; and the proceeds from such sales
shall be treated in the same way as the proceeds from other
sales made by such Dispensaries. In Montgomery County, any
materials and instrumentalities for the manufacture of alco-
holic beverages and any vehicle in which alcoholic beverages
have been found in violation of the provisions of this Article
applicable in Montgomery County shall also be confiscated and
disposed of in accordance with the order of the court having
jurisdiction.
PERMITS
3. (a) ISSUE. Applications for the permits listed in this
section shall be made to the Comptroller on forms provided
by him. The procedure in issuing permits, the purchase of
alcoholic beverages and the exercise of the privileges granted
under the various permits shall be subject to such rules and
regulations as the Comptroller may deem necessary. All per-
mits shall be subject to cancellation, restriction, suspension
or revocation by the Comptroller.
