(v) The term "base period wages" means the wages paid
to an individual during his base period for insured work.
10.
(a) Employment Security Board.
The administration of this Article is hereby placed under
the direction and supervision of the Department of Employ-
ment Security, under the Employment Security Board, which
Board shall consist of a Chairman and two associate members,
who shall each take the oath of office prescribed by the Con-
stitution before entering upon the duties of his office. The mem-
bers of said Board on June 1, 1947 shall continue to hold
office during the term for which appointed. Upon the expi-
ration of each of said terms, the Governor, by and with the
advice and consent of the Senate, shall appoint a successor
who shall hold office for the term of six years, and until his
successor is duly appointed and qualified. Any vacancy oc-
curring during a term shall be filled by the Governor, by
and with the advice and consent of the Senate, for the unex-
pired portion of the term. The Chairman of the Board shall
receive an annual salary of $7,500.00, and the associate mem-
bers shall each receive an annual salary of $5,000.00, and
they shall devote their full time to the duties of their office.
Any two members shall constitute a quorum. No vacancy
shall impair the right of the remaining members to exercise
the powers conferred upon the Board under the provisions
of this Article.
(b) Coordinate Divisions
The Board shall establish two coordinate divisions: The
Division of Employment Service, first created as the Maryland
State Employment Service pursuant to Section 12 of this
Article, and the Division of Unemployment Compensation.
Each division shall be responsible for the discharge of its dis-
tinctive functions.

(g) Records and Reports.
(1) Each employing unit shall keep true and accurate
employment records, containing such information as the
Board may prescribe. Such records shall be open to inspec-
tion and be subject to being copied by the Board or its
authorized representatives at any reasonable time and as
often as may be necessary. The Board may require from
any employing unit any sworn or unsworn reports, with
respect to persons employed by it, which the Board deems nec-
