land, build, equip, and operate a first class hospital in Prince
George's County it may issue bonds on the faith and credit of
Prince George's County not to exceed Four Hundred Thousand
Dollars ($400,000.00) which said bonds shall have semi-annual
interest coupons attached and shall be issued according to
what is known as the serial annuity plan. The Board of County
Commissioners shall fix the date of issue, determine the denom-
inations of not less than One Hundred Dollars ($100.00) nor
more than One Thousand Dollars ($1,000.00), fix the amount
to be paid each year, provided that no bond shall mature
more than twenty-five (25) years from the date of issue; and
fix the rate of interest to be paid on said bonds or designate
how the rate of interest may be determined when said bonds
are offered for sale, provided said interest rate shall not
exceed five per cent (5%) per annum.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.

CHAPTER 431.
(House Bill 662)
AN ACT to authorize and empower the Mayor and City Council
of Mt. Rainier, Maryland, a muncipial corporation, with the
approval of the qualified voters thereof to construct a City
Hall Building, to borrow from time to time, on the credit
of the city a sum or sums of money which shall not, how-
ever, exceed in amount the total sum of two per centum of
the assessed valuation of all real and personal property in
the city appearing on the assessment books of Prince
George's County, State of Maryland, nor shall the amount
exceed $150,000.00, and to issue bonds or certificates of in-
debtedness therefor, to provide for the liquidation of the
same and the interest thereon by an additional tax to be
levied on the real and personal property in said city and to
make the principal and interest of said bonds or certificates
of indebtedness the direct obligation of said city, and to
provide also that this Act may be submitted to the qualified
voters for three consecutive elections if the same fails of
passage when first submitted.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and City Council of Mount Rainier,
