to provide by ordinance for the collection of the same, upon
the taxable property of the Corporation, such taxes, as in its
judgment may be necessary and proper to pay all expenses
and debts of the Corporation and all obligations which have
been, or may hereafter be, lawfully incurred, in pursuance
of the power conferred' by this sub-title of this Article and
all amendments thereto, and said levy shall not be made in
gross, but shall designate the particular purposes for which
the levy is made and the amount levied for each particular
purpose; such taxes when levied shall be a lien upon
the property on which they are levied in the same manner as
State and County taxes are liens on property on which such
taxes are levied.

SEC. 2. And be it further enacted, That Section 224 and
Sections 225 to 231, inclusive, of Article 11 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Freder-
ick County", sub-title "Frederick City", sub-heading "Assess-
ment and Taxation", be and they are hereby repealed.

SEC. 3. And be it further enacted, That this Act shall take
effect June 1, 1947.

CHAPTER 422.
(House Bill 638)

AN ACT relating to the County Commissioners of Baltimore
County; authorizing and empowering said county to bor-
row money from time to time to finance the construction,
improvement or extension of certain public schools and
public facilities as herein defined, and to effect such bor-
rowing by the issuance and sale to the highest bidder or
bidders at public sale of its bonds upon its full faith and
credit, subject to the limitation that the portion of such
debt to be incurred for public schools shall not exceed
Twelve Million Dollars ($12,000,000.00) and the portion of
such debt to be incurred for public facilities shall not
exceed Four Million Dollars ($4,000,000.00); empowering

said county to fix and determine, by resolution, the form,
tenor, interest rate or method of arriving at the same,
terms, including redemption and registration provisions,
conditions, maturities, and all other details incident or
necessary to the issuance, public sale and delivery of said
