(e) Such owner shall have the right of an appeal from a
judgment against him to the Circuit Court of his residence,
the same as in other appeal cases, provided such appeal is
taken within ten days from the date of the judgment and if
the decision on appeal is against him, he shall be liable in
damages to the County for the amount of damages paid by
the County on the claim, and court costs and expenses.

(f) Provided, however, that no owner of livestock or poultry
shall be reimbursed under the provisions of this section for
damages inflicted by his own dog, nor shall he be reimbursed
for any damages by any dog if, at the time such damage was
inflicted, he or any member of his household or other person
living on his lands owned or kept or harbored an unlicensed
dog of licensing age. No reimbursements, under this section,
shall be made for damages by a dog to a dog, cat or other
pet. Awards shall in no case exceed the fair market value
of such livestock or poultry as food products.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect
from the date of its passage.

CHAPTER 385.
(House Bill 538)

AN ACT to add a new section to Article 18 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Queen
Anne's County", sub-title "County Commissioners", said
new section to be known as Section 187A, and to follow
immediately after Section 187 of said Article, relating to the
power of the County Commissioners of Queen Anne's County
to alter the salary of any employee who is paid by said
County Commissioners and who has been appointed either
by said County Commissioners or by any other duly elected
or appointed official of said County.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
22
