42A. (Duties.) The Treasurer shall make all collections of
taxes and receive all money paid for the use and benefit of
said town; he shall keep an account of the receipts and dis-
bursements of the funds of the town, in a well bound book, to
be provided by the said Mayor and Town Council for that
purpose, and shall render the account to the Mayor and Town
Council when required by them, for all moneys received by
him, provided it is furnished at least once monthly, and
shall promptly disburse on the order of the Mayor and Town
Council under such regulations as it may prescribe, all sums
of money so received by him. He shall receive for his services
a sum equal to five (5) percentum of taxes and assessment or
all other sums collected by him in lieu of all other compensa-
tion or a sum not to exceed f 1,800.00 annually, as determined
by the Town Council. He shall perform such other duties
as are hereinafter prescribed for him.

ELECTIONS

43. (Municipal Elections.) The regular election for the
choice of Mayor, Councilmen and Treasurer shall be held on
the first Monday in May, every alternate year, except as here-
inbefore set forth.

Special elections may be held, and shall be subject to the
provisions of this charter relating to general elections except
that the Council may by resolution fix their time within the
limits provided in this charter and provide the means for hold-
ing them. All elections shall be non-partisan.

43A. (Qualified Voters.) A qualified voter within the mean-
ing of this charter shall be a citizen of the United States, at
least 21 years of age, who is a resident of the Town of Bladens-
burg, has resided therein for at least six months, and in the
State of Maryland for at least one year immediately preced-
ing the election, and who is of sound mind, and is duly
registered on the town registration list or has been duly
granted a certificate of registration.

43B. (Supervisors of Election.) On or before the first day
of April of each election year, the Mayor, upon the recommen-
dation of the Town Council, shall appoint a Town Supervisor
of Election at Large and two Deputy Supervisors of Election
from each ward, each of whom shall act as Registration
Officials and Judges of Election for their particular wards,
at any election succeeding their appointment under the gen-
eral supervision of the Town Supervisor aforesaid. In case of
vacancy occurring in the office of any Supervisor of Election,
