the Mayor and Council, and upon complaint made before him
of the violation of any ordinances of said corporation, he shall
issue warrant or process in the name of the Mayor and Council
of Federalsburg directed to one of the policemen of said cor-
poration or one of the Constables of Caroline County or to the
Sheriff of Caroline County for the arrest of the party offending
or to recover the fine or penalty imposed for the violation of
such ordinances, and he shall hear and determine the matter
in controversy as in any case arising under the law of this
State, and shall receive the same fees therefor.

210. In default of payment of any fine or penalty imposed
by the said Trial Magistrate for the violation of any ordi-
nance of the said Mayor and Council of Federalsburg, the said
Trial Magistrate may commit the party offending to the Caro-
line County jail for the time prescribed by said ordinance, or
in the event said ordinance omits to prescribe the fine or time,
may impose a fine not exceeding One Hundred Dollars
($100.00) and in default of its payment may commit the party
to the Caroline County jail for a period not exceeding sixty
(60) days, or may impose both fine and imprisonment in his
discretion, and the Sheriff of said County shall receive and
confine the person so committed in the same manner as other
prisoners, provided, that any person so fined or committed to
jail shall have the right to take an appeal to the Circuit Court
for Caroline County within ten days from the date of trial
and may upon entering into his recognizance with sufficient
surety for his appearance to Court be released from legal
custody pending the hearing of his appeal.

212A. The Mayor and Council, in lieu of the provisions in
the aforegoing section, may acquire property, rights-of-way,
easements, and other property rights for public benefit, by
condemnation under any legal means and modes provided for
condemnation of private property under the laws of Mary-
land.

214A. The Mayor and Council of Federalsburg shall have
power to pass ordinances with respect to zoning within the
town limits of Federalsburg to the full extent permitted by
law, and to raise and set the water rates for all users of town
water and the right to regulate the sale and distribution of
milk within the town limits.

216. The Mayor and Council of Federalsburg shall have the
power to regulate all subdivisions of land within the corporate
limits of the town of Federalsburg, and for the purpose of
carrying into effect this sub-section no plat or plan of any
