to exceed three years. No election shall be held until the
full Commission has been duly appointed and all members
installed.

(c) The Vice Chairman shall act for the Commission in
the temporary absence of the Chairman in the same legal
capacity as if the Chairman were present, but shall not re-
ceive the salary of the Chairman. Should the Vice Chairman
become disassociated from the Commission by death or other-
wise, then after a, new Commissioner has been duly appointed
and installed, the Commission shall elect a new Vice Chair-
man at the next succeeding meeting. The office of Chairman
and Vice Chairman shall not be held by one and the same
person at the same time. " Two Commissioners shall constitute
a quorum only at a stated or special meeting.

(d) On the first stated meeting after June 1, 1947, the Com-
mission shall create three departments to wit: (1) Admin-
istrative, (2) Engineering and (3) Legal, and such other
departments from time to time as may be in the best interests
of the Commission.

(e) The Secretary-Treasurer, Chief Engineer and General
Counsel shall have charge of their respective departments;
they shall employ all clerical, laborers, and/or workmen and
other help and personnel, at fees, salaries and wages to be
determined and fixed by the Commission, from time to time,
Should any employee employed as aforesaid be discharged,
he or she shall have the right to an appeal to the Commis-
sion within 30 days from the date of such discharge and at a
stated meeting. The Commission may reinstate the said em-
ployee to his or her position or affirm the action of its officer
and its decision shall be final. The General Counsel shall not
be required to maintain an office in the office of the Com-
mission.

432. For the purpose of paying the interest and providing
the sinking fund for the bonds issued by said Commission
as in this Act provided for the water supply, sewerage or
drainage systems to be constructed, purchased or established
under this Act, the said Commission is hereby empowered
and directed to establish a proper and reasonable charge
for connection with said water supply, sewerage and drainage
system so to be constructed, purchased or established as
aforesaid, and to fix an annual assessment on all properties,
improved or unimproved, binding upon a street, road, lane,
alley or right-of-way in which a water main, sewer or drain
has been built.

The said annual assessment shall be made upon the front
foot basis, and the first payment shall when practicable
