missioner shall hold such office as long as he shall faith-
fully and efficiently discharge the duties thereof. He may
be removed by the Governor for cause, after an opportunity
for a hearing, and any vacancy occurring in the office shall
be filled by the appointment by the Governor of the man
designated and nominated by the members of the Board, in-
cluding the advisory members, or a majority thereof, as the
person, in their judgment, best fitted for the position.
(d) The Commissioner of Mental Hygene shall receive such
salary as is fixed by the budget. Members of the Board of
Mental Hygiene shall serve without pay.
(e) No member of said Board shall be directly or indirectly
interested for profit in any contract for purchase or sale of
anything for, by, or on account of, any public or private insti-
tution for the care of the insane.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.

CHAPTER 328.
(House Bill 100)
AN ACT to add eleven (11) new sections to Article 19 of the
Annotated Code of Maryland (1939 Edition), title "Comp-
troller", said new sections to be under a new sub-title
"Uniform System of Accounts'' to follow immediately at
the end of said Article, and to be known as Sections 49 to
59, both inclusive, relating to the establishment of uniform
fiscal years, uniform system of accounting and uniform
financial reports to be used by each county, incorporated
city or town and taxing district situated within this State.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That eleven (11) new sections be and they are hereby
added to Article 19 of the Annotated Code of Maryland (1939
Edition), title "Comptroller", to be under a new sub-title
"Uniform System of Accounts", to follow immediately at the
end of said Article, and to be known as Sections 49 to 59,
both inclusive, said new sections to read as follows:
UNIFORM SYSTEM OF ACCOUNTS
49. Each county, incorporated city or town, and taxing
district situated within this State shall, on or before June 30,
