SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sub-section (d) of Section 95 of Article 66 of the
Annotated Code of Maryland (1943 Supplement), title "Motor
Vehicles", sub-title "Administration—Registration—Titling",
paragraph title "Authority of Department to Cancel, Suspend
or Revoke License, be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
95.
(d) The Department, after due hearing, may suspend or
revoke the operator's license, chauffeur's license or special
chauffeur's license or the registration of any vehicle granted
under this Article for any violation of this Article by any such
licensee or registrant, and for any. other cause or reason
which, in the opinion of the Department renders the holder
of any such license or registration an unfit or unsafe person to
hold the same; provided at least three (3) days notice, by regis-
tered letter to the address given by the person when applying
for his license or registration certificate, shall be given; and
further provided that said person shall have the right of
appeal as provided for by Section 99.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and
having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses
of the General Assembly, the same shall take effect from the
date of its passage.

CHAPTER 319.
(House Bill 53)
AN ACT to repeal and re-enact, with amendments, Section
77 of Article 100 of the Annotated Code of Maryland
(1939 Edition), title Work-Hours of, in Factories", sub-
title "State Employees", as said Section was enacted by
Chapter 1015 of the Acts of 1945, exempting the Depart-
ment of Maryland State Police and the Department of
Tidewater Fisheries from the provisions of said section.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 77 of Article 100 of the Annotated Code
