880. And the said Mayor and City Council is empowered,
from time to time, to borrow money on the faith and credit
of the Mayor and City Council of Laurel and to issue nego-
tiable certificates of indebtedness, which shall bear interest
of not more than six per centum per annum, for the purpose
of paying for any repairs and/or replacements in any muni-
cipally owned utility, or for such other purpose or purposes
as said Mayor and City Council may deem advisable, in such
sum or sums as it may deem necessary, provided that such
certificates outstanding at any one time shall not exceed the
sum of fifteen thousand dollars, and the certificate of the
Clerk to the City Council and the Treasurer of the town
as to the amount of outstanding certificates shall be evidence
thereof.

And the said Mayor and City Council of Laurel is hereby
authorized and empowered to levy additional taxes to pro-
vide a sufficient fund to pay the interest and principal of said
certificates as they mature.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect from
the date of its passage.

CHAPTER 315.
(House Bill 796)

AN ACT to add a new section to the Prince George's County
Code (1943 Edition), title "Prince George's County", to
be under a new sub-title "Time", said new section to be
known as Section 1328A, and to follow immediately after
Section 1328 of said Code, authorizing the County Com-
missioners to establish daylight-saving time as the official
time in Prince George's County.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to the
Prince George's County Code (1943 Edition), title "Prince
George's County", to be under a new sub-title "Time", said
new section to be known as Section 1328A, to follow immedi-
ately after Section 1328 of said Code, and to read as follows:
