sioners shall have the power to repair, widen or extend old
streets, lay out new ones and open the same; condemn rights
of way or acquire the same by purchase, assess damages in
the premises and pay the same out of any moneys in the
Treasury not otherwise appropriated, according to State laws
in such cases made and provided, whenever the welfare of the
Town and the condition of the treasury shall justify such
proceedings.
SEC. 12. And be it further enacted, That an election for
elective officers of this Town shall be held in and for said
Town on the first Monday in May in each succeeding year, in
accordance with Section Four of this Act.
SEC. 13. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect from
the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section
880 of the Code of Public Local Laws of Prince George's
County (Flack's Edition, 1943), title "Laurel", as enacted
by Chapter 431 of the Acts of 1933, to provide that the
Mayor and City Council of Laurel be empowered to bor-
row money on the faith and credit of Laurel and to issue
negotiable certificates of indebtedness therefor, for the
purpose of paying for repairs or replacements to any
municipally owned utility or for such other purposes as
the Mayor and City Council may deem advisable, and to
increase the total amount which may be borrowed from
five thousand dollars to fifteen thousand dollars.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 880 of the Code of Public Laws' of Prince
George's County (Flack's Edition, 1943), title "Laurel", as
enacted by Chapter 431 of the Acts of 1933, be, and the same
is hereby repealed and re-enacted, with amendments, to read
as follows:
