—Registration—Titling", as said section was amended by
Chapter 99 of the Acts of 1947, be and it is hereby repealed
and re-enacted, with amendments, to read as follows:
74.
(Class C. Pneumatic Tires.) A fee of $20.00 each for
all motor vehicles operating as funeral coaches, limousines,
mortician flower coaches, mortician service wagons and ambu-
lances, except those publicly owned and operated for which
there is no registration fee.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect from
the date of its passage.

CHAPTER 311.
(House Bill 759)
AN ACT to add a new section to the Charter of the Town of
Landover Hills, Maryland, enacted as Chapter 465 of the
Laws of Maryland, 1945, said new section to be known as
Section 21A, to follow immediately after Section 21 of said
Charter, making the authority to construct roadbeds, side-
walks, curbs, gutters, and street improvements include the
authority to resurface or to reconstruct; and to repeal and
re-enact, with amendments, Section 23 of said Charter, to
place a limitation on the borrowing power of said town; to
provide for the issuance of bonds or certificates of indebted-
ness to pay for certain improvements, including storm water
and surface drainage improvements; to provide for the
handling of the proceeds of the sale of such bonds or certifi-
cates of indebtedness and to direct the levy of an ad valorem
tax for the payment of principal and interest on bonds or
certificates of indebtedness issued for the purpose of paying
for storm water and surface drainage improvements.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section, to be known as Section 21 A, be added
to the Charter of the Town of Landover Hills, enacted as
