of Common Pleas of Baltimore City, and shall pay therefor
the sum of $10.00 for each such machine or device, and the sum
of $1.00 additional for each independent coin-operated speaker
delivering music from an amplifier on the same premises.
Each machine or device licensed shall have affixed to it a metal
tag issued by the Clerk, showing that the fee for the current
year has been paid. All licenses shall expire on the thirtieth
day of April of each year, shall be transferable, and shall be
prorated monthly. Any person, firm or corporation keeping,
maintain or operating any such machine or device without a
license, shall be guilty of a misdemeanor, and upon conviction
thereof, shall be fined $100.00. All license fees collected under
the provisions of this section shall be paid to the Comptroller.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect from
the date of its passage.

(House Bill 501)
AN ACT to repeal and re-enact, with amendments, Section
711 of the Code of Public Local Laws of Prince George's
County (1943 Flack's Edition Being Article 17 of the
Code of Public Local Laws of Maryland), title "Prince
George's County", sub-title "Hyattsville", as enacted by
Chapter 200 of the Acts of the General Assembly of Mary-
land, 1943 Session, to provide an increase in the compen-
sation of the Mayor and Councilmen of the City of Hyatts-
ville, providing that this Act shall not take effect until
it has been submitted to the qualified voters of said muni-
cipality and approved by a majority of the persons voting
thereon at a referendum election.
SECTION 1. Be it enacted, by the General Assembly of Mary-
land, That Section 711 of the Code of Public Local Laws of
Prince George's County (1943 Flack's Edition—Being Ar-
ticle 17 of the Code of Public Local Laws of Maryland),
title "Prince George's County", sub-title "Hyattsville", as
