judges of said court certifying to the services of such
additional court stenographer.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety, and having been passed upon a yea and nay vote,
supported by three-fifths of all of the members elected to
each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 291.
(Senate Bill 311)

AN ACT to authorize and empower the County Com-
missioners of Dorchester County to borrow at one time,
or from time to time, upon the faith and credit of said
Dorchester County a sum not to exceed a total of Five
Hundred Thousand ($500,000.00) Dollars by the issu-
ance and sale of bonds therefor; providing generally for
the terms of said bonds and the time and manner of
their sale; that the proceeds thereof be used exclusively
for the planning, obtainment, construction, maintenance
and permanent improvement of public roads, highways,
bridges, ferries and storm water drainage in Dorchester
County, and the purchase of any land, ways, rights of
way, roads, easements, machinery, livestock and other
materials, equipment and labor necessary therefor; pro-
viding for the payment of said bonds, principal and
interest, by the levy of taxes, and specifically exempting
said bonds from all of the requirements of Sections 35
and 36 of Article 31 of the Annotated Code of Maryland
(1939 Edition), as amended, and also exempting said
bonds from taxation by the State of Maryland and by
the Counties and Municipalities of said State.

SECTIONl. Be it enactcd by the General Assembly of Maryland,
That the County Commissioners of Dorchester County,
a body corporate, in order to provide funds for the
planning, obtainment, construction, maintenance and
permanent improvement of public roads, highways,
bridges, ferries and storm water drainage in Dorchester
County, and the purchase of any land, ways, rights of
