established by the schedule, except that said Board shall
have the power to establish flat or fixed salaries and wage
rate.s for special classifications- or cases, (for a period not
to exceed two years) where, upon the recommendation of
the State Employment Commissioner and in the discretion
of said Board, provision for automatic increases are
deemed inadvisable; and such rules shall, after approval
by the Governor, have the force of law in the same manner
as other conditions herein prescribed. Said Board shall
have the power and authority at any time to increase or
decrease any rates of pay for all employees in the Classified
and in the Unclassified Service, and said increased or
decreased rates of pay shall, after approval by the Governor,
apply to all employees in the classification or classifications
so affected, including incumbent employees and new
employees.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1947.

CHAPTER 288.
(Senate Bill 268)

AN ACT to provide for a bond issue by the Town Com-
missioners of Centreville, Queen Anne's County, Mary-
land, a Municipal Corporation, for the purpose of pro-
viding additional equipment for and making improve-
ments and repairs at the electric plant of said municipal
corporation.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That the Town Commissioners of Centreville, a Municipal
Corporation, are hereby authorized and empowered in their
discretion to borrow upon the faith and credit of said
town, a sum not to exceed one hundred thousand dollars,
for the purpose of providing additional equipment for and
making improvements and repairs at the electric plant
of said municipal corporation, and to issue coupon bonds
in the name of said corporation for the amount so bor-
rowed, each bond to be issued for the sum of one thousand
dollars, and to be signed in the name of said corporation
by the president thereof, and the seal of the corporation
by the president thereof, and the seal of the corporation
