SECTION1. Be it enacted by the General Assembly of Maryland,
That "The Commissioners of Leonardtown" be and they
are hereby authorized to borrow upon the faith and credit
of said Town a sum of money not exceeding fifteen thou-
sand ($15,000.00) dollars from such bank, trust company
or other source as they may elect for the purpose of con-
structing new sewers and water mains and extensions
thereof, either in or outside the corporate limits of said
town. The Town Commissioners are authorized to give
notes and pledge the same as security for the loan at a
rate of interest not exceeding three per cent (3%) and to
renew said notes from time to time, but the full amount
to be amortized and retired within ten (10) years from the
date of the original loan.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety, and having been passed by a yea and nay vote,
supported by three-fifths of all of the members elected to
each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 287.
(Senate Bill 266)

AN ACT to repeal and re-enact, with amendments, Section
17 of Article 64A of the Annotated Code of Maryland
(1943 Supp.), title "Merit System", as amended by
Chapter 9 of the Acts of 1945, increasing the powers of
the State Employees' Standard Salary Board to change
rates of pay for classes of employees.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 17 of Article 64A of the Annotated Code of
Maryland (1943 Supp.), title "Merit System", as amended
by Chapter 9 of the Acts of 1945, be and the same is hereby
repealed and re-enacted, with amendments, to read as
follows:

17. The State Employees' Standard Salary Board shall
formulate rules and regulations for the administration
of Sections 15-17, which shall include provisions for auto-
matic increases, from minimum to maximum, of the rates
