as an analytical chemist for at least ten years prior to his
appointment, as chemist to the State Board of Health, who
shall hold office as long as he shall faithfully discharge the
duties thereof. The chemist, under the direction and control
of the State Board of Health and the Director thereof, shall
have charge of the analyses and examination of foods, drugs
and other substances which shall be submitted to him for
examination, and he shall report in writing the result of his
analyses and examination to the Director. The chemist shall
annually make a report to the State Board of Health of the
work done by him for the previous year. The chemist shall
receive such compensation as shall be provided in the State
Budget.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.

CHAPTER 36.
(Senate Bill 114)

AN ACT to repeal and re-enact, with amendments, Section
74 (c) of Article 81 of the Annotated Code of Maryland
(1943 Supplement), title "Revenue and Taxes", sub-
title "Tax Sales", as said 'Section was amended by
Chapter 404 of the Acts of 1945, relating to deductions
from municipal taxes collected by the County Treasurer
of Carroll County on account of time and expenses
involved in collecting said taxes.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 74 (c) of Article 81 of the Annotated Code
of Maryland (1943 Supplement), title "Revenue and
Taxes", sub-title "Tax Sales", as said Section was amend-
ed by Chapter 404 of the Acts of 1945, be and it is hereby
repealed and re-enacted, with amendments, to read as
follows:

74 (c). In Cecil and Carroll Counties, all taxes
collected by the County Treasurer for other taxing agencies
within the County, except those of the State of Maryland,
shall be subject to a deduction of twenty-five per cent.
(25%) before remittance is made to the agency for which
