termine and declare the result of the election. The Mayor
and City Council shall be the sole and exclusive judges
of the returns, elections and qualifications of the Mayor
and Councilmen and shall have full power to provide by
ordinance for the hearing and determination of contested
elections for any and all of the aforesaid offices, and the Mayor
and City Council or any committee appointed from among
them to hear any contested election case shall have power to
administer oaths, issue summons for witnesses and compel
their attendance by attachment issued to the Sheriff or any
constable of said Prince George's County and the Mayor and
City Council may by ordinance provide penalties for con-
tempt of its authority, but prosecutions upon a charge of
contempt shall be before the Justices of the Peace having
jurisdiction to hear and determine charges of violation of the
ordinances of said city. The determination by the Mayor and
City Council of the result of any election shall be final and
conclusive.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect
from the date of its passage.

AN ACT to repeal and re-enact with amendments. Section
746 of the Code of Public Local Laws of Prince George's
County (1943 Flack's Edition), sub-title "Hyattsville", pro-
viding for the date and conduct of regular meetings of the
Mayor and City Council.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 746 of the Code of Public Local Laws of
Prince George's County (1943 Flack's Edition), sub-title
"Hyattsville", be and the same is hereby repealed and re-
enacted, with amendments, to read as follows:
746. The said Mayor and Councilmen elected hereunder shall
meet on the third Monday in May of each election year herein
