propositions by making a cross-mark opposite the proposi-
tion for which they desire to register their votes, and if a
majority of the votes so cast are marked "For Refunding
and Street Improvement Bonds", then this Act shall be in
full force and effect, otherwise shall be null and void and
of no effect. The judges of election shall, under their hands
and seals, immediately after said election certify to the
Mayor and Council of Kitzmillersville the result of said
election.

SEC. 8. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect
from the date of its passage.

CHAPTER 222.
(House Bill 194)

AN ACT to add a new section to Article 3 of the Code of Pub-
lic Local Laws of Maryland (1930 Edition), title "Balti-
more County", sub-title "State's Attorney", said new sec-
tion to be known as Section 752C, to follow immediately
after Section 752B of said Article and sub-title, as said
Section 752B was amended by Chapter 328 of the Acts
of 1941, providing for the appearance of the State's At-
torney, Deputy State's Attorney, and Assistant State's
Attorneys, before the Grand Jury of Baltimore County.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
3 of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Baltimore County", sub-title "State's Attorney",
said new section to be known as Section 752C, to follow im-
mediately after Section 752B of said Article and sub-title,
as said Section 752B was amended by Chapter 328 of the Acts
of 1941, said new section to read as follows:

752C. The State's Attorney, Deputy State's Attorney, and
Assistant State's Attorneys, or either of them, shall present
cases to the Grand Jury of Baltimore County, and perform
