well as those against the laws of the State of Maryland, as
against the by-laws and ordinances of the said town.
302. At the meetings of said Commissioners, three shall
constitute a quorum, and all questions submitted shall be
decided by the majority of those present; but less than a
quorum may appoint the time for a subsequent meeting and
adjourn.
303. The said Commissioners may appoint the clerk, trea-
surer, bailiff and other officers, or either of them, from among
themselves or other inhabitants of said town.
304. They may in their discretion exempt and release from
assessment or taxation any or all machinery, plants and prop-
erty used in manufacturing, for such period as they may deem
expedient, by agreement or otherwise.
305. The County Commissioners of Caroline County are
hereby authorized and directed to authorize and direct the
treasurer of said county to pay on the first day of April in
the year 1906, and every year thereafter, to the Commissioners
of Greensboro not less than Two Hundred Dollars, to be ap-
propriated and used by the Commissioners of Greensboro for
the repair and improvement of the streets, roads and lanes
within the limits of said town, and for such other improve-
ments therein as the Commissioners may deem proper.
306. Said Commissioners may whenever they shall deem it
necessary borrow on the credit of said town, by note or other-
wise, any amount they may deem necessary, provided that
said indebtedness thus created shall not exceed at any time
the sum of Twenty-five Thousand Dollars.
307. Nothing in the preceding section contained shall in
any manner affect the validity of any tax already levied by
said Commissioners, or any ordinance passed by them or any
contracts already entered into by said Commissioners with
any person, firm or body corporate, or in any proceeding
taken under any of the ordinances heretofore passed by said
Commissioners, but all of the same shall have the same force
and effect as though this Act had not been passed.
308. It shall be the duty of the County Commissioners of
Caroline County to pay annually to the Commissioners of
Greensboro six per centum of the taxes levied upon the prop-
erty within the corporate limits of said town, provided that
said town shall not receive less than the sum of Two Hundred
