ty Commissioners of Garrett County shall levy and pay to
the said Court Stenographer so appointed for the Circuit
Courts for Allegany and Garrett Counties such salary as
the said Judges of the Fourth Judicial Circuit may authorize
in writing in monthly installments on or before the 10th
day of each month as long as said Court Stenographer is
performing the official duties herein provided for, or until
said County Commissioners are notified by the Judges of
said circuit, to the contrary.
111. The County Commissioners of Washington County
shall levy and pay to the said Court Stenographer so ap-
pointed for the Circuit Court of Washington County the said
salary as the said Judges of the Fourth Judicial Circuit
may authorize in writing in monthly installments on or before
the 10th day of each month as long as said Court Stenog-
rapher is performing the official duties herein provided for,
or until said County Commissioners are notified by the Judges
of said circuit, to the contrary.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
having been passed upon by a yea and nay vote, supported
by three-fifths of all the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section 12
of Article 1A of the Code of Public Local Laws of Maryland
(1930 Edition), title "City of Cumberland", sub-title "Mayor
and Council", relating to the qualifications of the Mayor
and Councilmen of Cumberland.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 12 of Article 1A of the Code of Public
Local Laws of Maryland (1930 Edition), title "City of Cumber-
land", sub-title "Mayor and Council", be and it is hereby re-
pealed and re-enacted, with amendments, to read as follows:
12. The Mayor shall not be less than thirty years of age,
and each of the said four Councilmen shall not be less than
