Any regulation failing to receive a majority of the votes cast
in such referendum shall be withdrawn by the Council.

(D) Any Trial Magistrate in Montgomery County shall
have the jurisdiction to try and determine any criminal case
with respect to violation of such regulations, and to impose
the penalties prescribed by the Council. The Sheriff or his
deputies, or the county police shall have authority to arrest
for any violation of such regulations, and to execute all writs
issued by any Trial Magistrate having jurisdiction in con-
nection with such regulations or with the punishment of per-
sons violating them.

12'5A. If any clause, sentence, paragraph or part of this
Act shall for any reason be adjudged by any court of com-
petent jurisdiction to be invalid, such judgment shall not
affect, impair, or invalidate the remainder of this Act, but
shall be confined in its operation to the clause, sentence,
paragraph or part thereof directly involved in the controversy
in which such judgment shall have been rendered.

SEC. 2. And lie it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by
three-fifths of all of the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

73 and 74 of Article 1 of the Code of Public Local Laws
of Maryland (1930 Edition), title "Allegany County", sub-
title "Circuit Court", sub-heading "Court Stenographer",
as said Sections 73 and 74 were amended by Chapter 400
of the Acts of 1943, Sections 67 and 68 of Article-12 of
said Code, title "Garrett County", sub-title "Circuit Court",
sub-heading "Court Stenographer", as said Sections 67 and
68 were amended by Chapter 400 of the Acts of 1943, and
Sections 110 and 111 of Article 22 of the said Code, title
"Washington County", sub-title "Circuit Court" sub-head-
ing "Court Stenographer", as said Sections 110 and 111
