curbs, gutters or other street improvements during said
period.
(d) All certificates of indebtedness issued under this
section shall be exempt from all state, county and municipal
taxes of every kind whatsoever in the State of Maryland,
and the full faith and credit and unlimited taxing power
of the Mayor and Common Council of University Park is
hereby pledged for the payments of the principal and in-
terest of all certificates of indebtedness issued, renewed or
reissued hereunder.
SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.

AN ACT to add nine new sections to Article 24 of the Code
of Public Local Laws of Maryland (1930 Edition), title
"Worcester County", sub-title "Snow Hill", to follow im-
mediately after Section 309-B as enacted by Chapter 34
of the Acts of 1941, and to be numbered 309C, 309D, 309E,
309P, 309G, 309H, 309-I, 309J, and 309K, to authorize and
empower the Mayor and Council of Snow Hill, under the po-
lice power of the State of Maryland, and for the purpose
of promoting the health, security, morals and general wel-
fare of the town of Snow Hill and the inhabitants thereof
and visitors therein, to provide for the establishment by
the Mayor and Council of Snow Hill of districts or zones
in said town within which may be regulated and restricted
by ordinance the height, number of stories, size of build-
ings and other structures, the percentages of lot that may
be occupied, the size of yards, courts and other open spaces,
the density of population, the location and use of buildings,
structures and land for trade, industry, residence or other
purposes; to provide for a commission which shall recom-
mend the boundaries of the various districts and appro-
priate regulations to be endorsed therein; to provide for
