WHEREAS, it seems desirable that Section 42 of Article 87
be amended in order to secure uniformity as to the payment
of fines; therefore
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 42 of Article 87 of the Annotated Code
of Maryland (1943 Supplement), title "Sheriffs," sub-title
"Fines and Forfeitures," be and it is hereby repealed and
re-enacted, with amendments to read as follows:
42. All fines, forfeitures, penalties and costs imposed as
aforesaid are to be paid to the sheriff, who shall pay the
same, except the costs, to the county or city where the offense
occurred or cause of action originated unless directed to be
paid otherwise by the law imposing them; and the costs shall
be paid to the person entitled to receive them.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.

CHAPTER 188.
(House Bill 19)
AN ACT to repeal Section 197 of Article 77 of the Annotated
Code of Maryland (1939 Edition), title "Public Educa-
tion," sub-title "Chapter 19. Source and Distribution of
Income," said section relating to the levy of a tax for
school purposes by the State.
WHEREAS, the only direct tax levied by the State is for
debt service; and
WHEREAS, the appropriations for school purposes are in-
cluded in the State Budget each year and are paid out of
the general funds of the State, thereby making it unneces-
sary to have a specific law requiring the levy of a general
State tax for school purposes; therefore
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 197 of Article 77 of the Annotated Code
of Maryland (1939 Edition), title "Public Education," sub-
title "Chapter 19. Source and Distribution of Income," be

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.
