SEC. 2. And be it further en-acted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
being passed upon a yea and nay vote supported by three-
fifths of all members elected to each of the two Houses of
the General Assembly, the same shall take effect from the
date of its passage.

CHAPTER 21.
(House Bill 115)

AN ACT to add a new sub-section to Section 403 of the Har-
ford County Code (1942 Edition), being Article 13 of the
Code of Public Local Laws of Maryland, title "Harford
County", sub-title "Justices of the Peace and Constables",
as said Section 403 was amended by Chapter 734 of the
Acts of 1945, said new sub-section to be known as Sub-
section (c) and to follow immediately after Sub-section

(b) of Section 403 thereof, and to repeal Sections 404 and
405 of said Code and Article, as Section 404 was amended
by Chapter 734 of the Acts of 1945 and to enact in lieu
thereof a new Section 404, relating to the fees of Trial
Magistrates and constables in Harford County.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new sub-section be and it is hereby added to
Section 403 of the Harford County Code (1942 Edition), be
ing Article 13 of the Code of Public Local Laws of Maryland,
title "Harford County", sub-title "Justices of the Peace and
Constables", as said section 403 was amended by Chapter
734 of the Acts of 1945, said new sub-section to be known as
Sub-section (c), to follow immediately after Sub-section
(b) of Section 403 thereof, and to read as follows:

403.

(c). The aforesaid fees of said Trial Magistrates shall
be taxed against and paid by the party against whom judg-
ment shall be rendered, unless they be discharged therefrom
by due course of law.

SEC. 2. And be it further enacted, That Sections 404 and
405 of said Code and Article, as said Section 404 was amend-
ed by Chapter 734 of the Acts of 1945, be and they are hereby
