Engineer of Maryland as head of said Department, and
the duties, functions and powers of said Department and
of said Chief Engineer.
SECTION 1. Belt enacted by the General Assembly of Maryland,
That Article 41 of the Code of Public General Laws (1939
Ed. and 1943 Supp.), title "Governor—Executive Adminis-
trative Departments", be and the same is hereby amended
by adding a new sub-title and a new Section to said Ar-
ticle, said new sub-title to be "Department of Public Im-
provements", and said new Section to be Section 177, both
to follow immediately after Section 176 of said Article, and
to read as follows:
Department of Public Improvements
177. There shall be a Department of Public Improve-
ments which shall have the duties and powers conferred
upon it by law. The Chief Engineer of Maryland shall be
the head of said Department.
SEC. 2. And be it further enacted, That Article 78A
of the Code of Public General Laws (1939 Ed. and 1943
Supp.), title "Public Works—Board of", be and the same
is hereby amended by changing the name of said Article
to "Public Works" and by inserting a new sub-title "Board
of Public Works", immediately preceding Section 1 of said
Article.
SEC. 3. And be it further enacted, That Article 78A
of the Code of Public General Laws (1939 Ed. and 1943
Supp.); title "Public Works—Board of", be and the same
is hereby amended by adding a new sub-title "Department
of Public Improvements", and eight new Sections to be
Sections 8C to 8J of said Article, said new sub-title and
said new Sections to follow immediately after Section 8B
of said Article and to read as follows:
8C. The Department of Public Improvements of Mary-
land is hereby created. The head of said Department shall
be the Chief Engineer of Maryland. The Department shall
perform the duties and functions herein conferred upon it
or delegated to it by the Board of Public Works and shall
have all powers necessary and proper to fulfill such func-
tions and duties.
8D. The Governor shall appoint as of June 1, 1947, and
each fourth year thereafter, a qualified registered engineer,
who for at least the previous five years has been a resident
